Project Background
The kcICON project will reconstruct/rehabilitate about four miles of Interstate 29/35 from just north of Route 210 (Armour Road) in North Kansas City, Clay County, continuing south over the Missouri River into the northeast corner of the downtown Kansas City, Mo., freeway loop.

The project includes improving outdated interchanges and the construction of an iconic river bridge to replace the existing Paseo Bridge. The new structure will be named the Christopher S. Bond Bridge. An average of 102,000 vehicles travel this corridor each day - many as part of their daily commute, others traveling to points within the corridor, and others still making a longer journey to and from locations beyond the greater Kansas City area.
The Paseo Bridge was originally constructed in 1952-54. It was shut down for repairs in 2003, and for rehabilitation during the summer of 2005. Also in 2005, improvements in the corridor were identified as a statewide priority by MoDOT leadership, and $195 million identified for the project via Amendment 3 funding. Later that year, an additional $50 million was identified in the Federal SAFETEA-LU bill.
What will the kcICON Project Achieve?
To demonstrate MoDOT's commitment to provide a quality construction and communication effort that continues a new model for design-build, the project goals are:
- Deliver the Interstate 29/35 corridor improvements within the total program budget of $245 million.
- Construct a landmark Missouri River bridge(s) that can be reasonably maintained to provide more than a century of useful service.
- Maximize safety, mobility, aesthetic and capacity improvements in the corridor.
- Engage stakeholders and the community to successfully develop and deliver the project.
- Meet or beat the project completion date of October 31, 2011.
Paseo Corridor Constructors
Paseo Corridor Constructors is a joint venture partnership of Clarkson Construction Company, Massman Construction Co. and Kiewit Construction. The project was designed by Parsons Transportation Group and TranSystems.
- Clarkson Construction Company
is a six generation family-owned heavy, highway and site work contractor. This Kansas City-based company is one of the Midwest’s largest and most diversified heavy constructors, often performing more than 80 percent of the work on projects with its own labor and equipment. Clarkson has a reputation for taking on the most difficult projects and finishing them ahead of schedule while enforcing high safety standards. Projects of Note: Grandview Triangle reconstruction and rehabilitation of the Paseo Bridge in 2005.
- Massman Construction Co.
has been a heavy, civil and marine contracting company since 1908, with four generations of the Massman family dedicated to developing and improving this nation’s waterways. With a headquarter office in Kansas City and a regional office in St. Louis, Massman employees have developed bridge-building expertise through years of experience. The company has successfully completed more than 1,600 projects. Projects of Note: Rebuilt the Greenville Mississippi River and Biloxi Bay bridges.
- Kiewit Construction Co.
has been in operation since 1884 and through the years has evolved into one of the largest and most respected construction companies in North America. Ranked by Fortune magazine as one of America’s most admired companies, Kiewit employees bring the same goal to every project they work on: Build it safely, on time, on budget, and with no surprises. Projects of Note: Rebuilt the Tacoma Narrows and San Francisco-Oakland Bay bridges.
- Parsons
was founded in 1944 and is today one of the largest 100 percent employee-owned management, engineering and construction companies in the United States. The company has performed more work on more bridges than any other firm in the world, including more than 4,500 bridges of all types in more than 40 countries on six continents. Projects of Note: Woodrow Wilson Memorial Bridge and I-64 reconstruction in St. Louis.
- TranSystems
provides a full range of architectural, engineering and planning services for transportation projects nationwide. Based in Kansas City, the company develops management and planning solutions that lead to the successful completion of transportation projects, and in doing so has significant railroad and MoDOT highway design experience.
